141 MPs voted in favor of the Act, with only one dissenting vote, meeting the required threshold for approval. The Minister of Education and Higher Education, Farakh Sheikh Abdulqadir, expressed his gratitude to the parliamentarians for endorsing the landmark legislation.
“It is a great honor and privilege for me to have succeeded in bringing this first education law before Parliament and gaining the approval of the Somali people,” the Minister stated. “The Act has undergone extensive consultation and revisions, incorporating numerous amendments proposed by the committees and honorable members of Parliament.”
The Higher Education Act aims to reform and modernize Somalia’s higher education sector, setting standards and guidelines for universities, academic programs, and quality assurance mechanisms. It is expected to play a crucial role in enhancing the country’s educational landscape and fostering a skilled workforce.
Deputy Speaker Marwo Saadiya Yasin commended the Minister and the Parliament for their efforts in passing the legislation, describing it as a significant achievement for the nation’s education system.
The approval of the Higher Education Act marks a milestone for Somalia, demonstrating the government’s commitment to prioritizing education and paving the way for a more robust and competitive higher education sector.
