Somalia’s Federal Parliament has reached a significant milestone in the country’s education sector reform by unanimously approving the Higher Education Act. The historic vote took place during the 65th session of the House of the People, chaired by the First Deputy Speaker, Marwo Sacdiyo Yaasiin.
The House voted 140 in favor, with only one abstention, marking a resounding endorsement of the legislation. The Higher Education Act aims to overhaul and modernize the higher education system in Somalia, aligning it with international standards and best practices.
The Minister of Education and Higher Education, Faarax Sheikh Cabdulqaadir, expressed his gratitude to the Members of Parliament for their support and diligence in scrutinizing and improving the bill. He acknowledged the collaborative effort that went into shaping the final version of the act, incorporating valuable inputs from parliamentary committees and stakeholders.
“It is a great honor and achievement for us to have successfully passed the first legislation on education to be presented to this Parliament,” Minister Cabdulqaadir stated. “This act will benefit the Somali people immensely by laying the foundation for a reformed and strengthened higher education system.”
The Higher Education Act is expected to address various aspects of university education, including governance, quality assurance, accreditation, and funding mechanisms. It aims to promote academic excellence, research, and innovation while ensuring equitable access to higher education opportunities for all Somali citizens.
With the approval of this landmark legislation, Somalia takes a significant step towards developing a robust and globally competitive higher education sector, which is crucial for the country’s socio-economic development and progress.
