Nationwide Consultations on Amending Somali Constitution Chapters 5-9

The Somali federal government has launched nationwide consultations to gather input from citizens on proposed amendments to Chapters 5-9 of the Somali Constitution. These chapters cover critical areas such as the distribution of powers, federal system, judiciary, and constitutional review mechanisms.
The consultations kicked off in the Khatumo State of Somalia, with the state’s president, Abdikadir Ahmed Aw Ali Firey, officially opening the dialogue sessions. He emphasized the historic opportunity for Khatumo’s people to contribute to shaping the constitutional and legal framework that governs their way of life, self-governance, and the national rights of the Somali people.
Representatives from the Federal Ministry of Justice and Constitutional Affairs, Khatumo’s Ministry of Justice, Religious Affairs and Constitution, the Independent Constitutional Review and Implementation Commission, and the Constitutional Implementation Monitoring Committee are leading the consultations.
During the opening ceremony in Lascanood, officials highlighted the significance of these consultations in ensuring the constitution reflects the aspirations and needs of all Somalis. Participants, including government officials, civil society, and citizens, will have the chance to provide feedback and recommendations on the proposed amendments.
Similar consultation sessions have already taken place in the Banadir region, Galmudug, Hirshabelle, and Southwest states, underscoring the inclusive and participatory nature of this constitutional review process.
By engaging with diverse stakeholders across the country, the Somali government aims to build a consensus on the constitutional amendments, ensuring they align with the principles of democracy, good governance, and the rule of law. The consultations represent a crucial step towards strengthening Somalia’s legal framework and fostering a more stable and prosperous future for all its citizens.
