Reviving Local Governance: Somalia’s Path to Decentralization

Somalia has endured years of conflict and instability, but there is now a concerted effort to revive local governance and decentralize power to the regions. After liberating areas from extremist groups, the central government recognizes the need for communities to have a degree of self-governance and the ability to drive their own development.
According to the Deputy Prime Minister, the central government has already recognized 91 districts across the country. However, the process of decentralization is ongoing, with some areas experiencing growth and expansion, while others have remained stagnant or even diminished in size and importance over time.
The central government is working to strike a balance between recognizing existing local administrations and establishing new ones based on specific criteria outlined by the Ministry of Interior. These criteria include population size, service delivery capabilities, infrastructure, and the ability of the community to manage its own affairs.
The decentralization process is not without its challenges, as some regional administrations have claimed more territory or authority than they are entitled to under the law. The central government and regional states will need to work together to resolve these disputes and establish clear boundaries and jurisdictions.
Ultimately, the goal is to empower local communities, foster development, and ensure that citizens have access to essential services and a voice in decision-making processes that affect their daily lives. While the process may take time and require revisions to existing laws and regulations, the commitment to decentralization represents a significant step forward for Somalia’s governance and stability.
