Somalia’s National ID and Registration Authority (NIRA) has unveiled an ambitious 5-year strategic plan to modernize its services and operations. The plan, launched in Mogadishu by NIRA Director General Abdiweli Timacadde, focuses on three key pillars: enhancing public service delivery, strengthening data protection, and aligning with the country’s National Transformation Plan.
In his remarks, Timacadde emphasized the pivotal role NIRA plays in providing vital civil registration services to Somali citizens. “Our strategy is designed to seamlessly integrate with the government’s broader National Transformation Plan,” he stated. “We aim to ensure our progress complements and reinforces the nation’s overall development agenda.”
Enhancing Public Service Delivery
A core objective of the strategic plan is to streamline and improve the accessibility of NIRA’s services. Timacadde highlighted the recent introduction of an online platform that enables citizens to obtain their national ID cards within 30 minutes of registration, regardless of their location. This digital transformation aims to significantly reduce wait times and increase convenience for the public.
Strengthening Data Protection
Recognizing the sensitivity of personal data entrusted to NIRA, the strategic plan places a strong emphasis on data protection and privacy. Timacadde stressed the authority’s obligation to safeguard citizens’ information and announced measures to enhance cybersecurity and implement robust data governance policies.
Aligning with National Transformation
NIRA’s 5-year plan is closely aligned with Somalia’s National Transformation Plan, a comprehensive roadmap for the country’s development over the next five years. By modernizing its systems and processes, NIRA aims to contribute to the broader goals of improving governance, service delivery, and citizen trust in public institutions.
The strategic plan was developed through extensive consultations with legal experts, NIRA administrators, and staff members. Over the next two weeks, stakeholders will further review and refine the plan to ensure its successful implementation.
