Somalia’s Inclusive Constitutional Review: Engaging Citizens Nationwide

Somalia is currently undertaking a landmark constitutional review process, with the aim of engaging citizens from all walks of life and regions of the country. The review committee has been actively seeking input and feedback from the public, holding consultations in various towns and cities across Somalia.
The constitutional review is divided into ten chapters, with the final chapter focusing on the procedures and mechanisms for the review process itself. Four chapters have already been completed, and the remaining five are currently undergoing public consultations.
Engaging the Somali People
The review committee has been conducting extensive outreach efforts, visiting towns such as Jowhar, Baidoa, Baraawe, Balcad, Las Anod, Galkayo, Cabudwaq, Guri’el, and Dhuusamareeb, among others. The aim is to gather input from diverse segments of Somali society, including religious scholars, women, intellectuals, youth, and representatives of various institutions and government bodies.
Inclusive Participation
The public consultation process is not limited to physical meetings. The committee has also leveraged digital platforms and online channels to ensure broader participation. Citizens can access the draft chapters and provide their feedback through the committee’s official website. This approach enables Somalis living abroad, including the diaspora communities in Africa, the Middle East, Europe, and the Americas, to contribute to the process.
Towards a Citizen-Driven Constitution
Once the public consultations for the remaining five chapters are completed, the draft constitution will be presented to the Parliament for approval. If approved, the President will then ratify the final document, paving the way for a new constitution that reflects the aspirations and voices of the Somali people.
The constitutional review process is expected to be finalized by the end of 2023, with the aim of having a comprehensive and citizen-driven constitution in place by 2024. This initiative underscores Somalia’s commitment to inclusive governance and democratic principles, ensuring that the country’s legal framework is shaped by the diverse perspectives and experiences of its citizens.
