Somalia’s Independent Electoral Commission: A Pledge for Transparent and Inclusive Elections

Somalia’s newly appointed Independent Electoral Commission (IEC) has pledged to conduct free, fair, and inclusive elections for all Somalis. In a recent address, the IEC Chairperson, Aamino, emphasized the commission’s commitment to upholding the rule of law and adhering to the country’s constitution and electoral laws.
The IEC’s formation comes at a critical juncture for Somalia, which has been grappling with political instability and security challenges for decades. The country’s last direct elections were held in 1969, and since then, Somalia has been plagued by civil war, clan conflicts, and the rise of extremist groups like Al-Shabaab.
Addressing the nation, Aamino expressed her gratitude to the outgoing IEC members, particularly the former Chairperson, Farxiyo Bariis, for their efforts in organizing the commission’s establishment. She also thanked the candidates who vied for the IEC positions, including Mohamed Abdirahman and Yusuf Baafo.
“Our task is not an easy one, but we are well aware of our responsibilities,” Aamino stated. “The Independent Electoral Commission will operate within the legal framework and adhere to the constitution and laws of Somalia.”
The IEC’s primary mandate is to oversee the upcoming elections, scheduled for 2024, under the 4.5 clan-based electoral model. This model aims to ensure fair representation and participation of all clans and regions in the electoral process.
Aamino emphasized the commission’s commitment to ensuring that every Somali citizen, regardless of their clan, region, or gender, has the opportunity to exercise their democratic right to vote. “We pledge to reach every household, every village, and every citizen, whether in their homes or tending to their livestock,” she declared.
The IEC Chairperson also called upon the Somali people to support the commission’s efforts, stressing the importance of maintaining impartiality and independence from political parties and special interests. “We assure the Somali nation that we are independent and committed to upholding the law,” she affirmed.
Experts and observers have welcomed the IEC’s formation and its pledges of transparency and inclusivity. However, they also acknowledge the challenges that lie ahead, including security concerns, logistical hurdles, and the need to build trust among various stakeholders.
As Somalia embarks on this crucial democratic journey, the international community’s support and cooperation will be vital in ensuring the success of the electoral process. The IEC’s ability to deliver on its promises will be a litmus test for Somalia’s aspirations for lasting peace, stability, and democratic governance.
