Somalia’s Parliament Approves Crucial Laws for Upcoming Elections

In a pivotal move, Somalia’s bicameral Parliament has approved two crucial laws that lay the groundwork for the country’s long-anticipated elections. The legislation, which focuses on the establishment of an independent National Electoral Commission and the registration of political parties, was endorsed after extensive deliberations and public consultations.
The first law, the “Law on the Establishment of the National Independent Electoral Commission,” outlines the structure and responsibilities of the commission tasked with overseeing the electoral process. A key provision stipulates that at least 30% of the commission members must be women, underscoring the importance of gender representation in the electoral body.
The second law, the “Law on Political Associations and Parties,” sets forth the legal framework for the registration and operation of political entities in Somalia. Among its provisions, the law requires political parties to have a minimum of 100,000 registered members, a move aimed at ensuring broad-based support and preventing the proliferation of fringe groups.
During the parliamentary sessions, lawmakers engaged in robust debates, proposing amendments and seeking clarifications to ensure the laws align with democratic principles and Somalia’s unique context. Issues such as the definition of citizenship, the registration fees for political associations, and the representation of women in party structures were extensively discussed.
Interior Minister Ali Yusuf Ali Khayre commended the Parliament’s approval of the laws, describing it as a significant step towards realizing free and fair elections in Somalia. He pledged to expedite the formation of the National Electoral Commission once President Hassan Sheikh Mohamud signs the legislation into law.
